Boris Johnson Can’t Afford to Keep His Tax Promises

But the time, the place and the man are all different. Johnson didn’t exactly invite voters to read his lips, but he did promise a “triple lock” on taxes, pledging no increases in headline income tax rates, National Insurance (Britain’s social security levy) and VAT as part of his 2019 election manifesto. The government hasn’t denied reports that the new plan, which some say could be announced as early as Tuesday, would see NI contributions, paid by both employers and employees, rise by 1% or more.
