Norway Police also said a number of people were injured during the attacks in the town of Kongsberg.
A suspect has been arrested while crime scenes are being investigated in several locations, they said.
“The man has been apprehended … from the information we now have, this person carried out these actions alone,” police chief Oeyvind Aas told reporters.
“Several people have been injured and several are dead,” Aas said.
He declined to comment on the number of casualties.

He claimed that the attack reportedly began at around 1830 CET (5.30pm UK time) and that the suspect “fired into a convenience store/supermarket”.
After news of the attack emerged “ambulances and armed police” were deployed from Norway’s capital, he said.
He added: “(The)suspect has been taken to Drammen, about 40km back towards Oslo. Kongsberg is a mining town of about 26,000 people.
“This is a gruesome incident, there is nothing else to say. Now we must try to take care of the inhabitants as best we can,” mayor Kari Anne Sand told TV 2.
The attack/s took place in an area called Vestsiden with housing, shops and a university campus, Sand said.
